Title

Consider approving Ordinance No. 3976 amending the FY 25-26 budget to allocate budget surplus funds from FY 24-25; and take appropriate action.

BACKGROUND:

At the October 21, 2025, City Council meeting, the Council provided direction regarding the allocation of the $2.3 million fiscal year 2025 budget surplus. Staff now brings this item forward on the regular agenda for formal action in accordance with Council’s prior discussion.

 

DISCUSSION:

Based on Council deliberations, the following potential allocations have emerged:

                     $200,000 for the Columbarium project

                     $500,000 for the Economic Development Fund

                     $200,000 for the Fitness Park at the Justice Center

                     $400,000 retained in the General Fund balance to maintain flexibility for future citywide needs

                     $1,000,000 earmarked for Mercer Park enhancements

 

Council emphasized funding Mercer Park to meet previous commitments and determined not to allocate additional funds to Squire Park or pursue equal district distributions at this time.

 

The City Council will discuss and take appropriate action to allocate surplus funding. Upon Council approval, staff will proceed with necessary budget amendments and implementation.

 

POSSIBLE COUNCIL ACTION:

1. I make a motion to approve Ordinance No. 3976 as presented.

2. I make a motion to approve Ordinance No. 3976 with modifications.

3. I move to table the issue for further study or take no action.

 

FISCAL IMPACT:

$2.3 million remains available for allocation from the FY25 budget surplus, as well as the fitness park project funding source.
