BACKGROUND:
The City of Farmers Branch maintains a longstanding international partnership through its Sister City Program, which serves as a platform for cultural exchange, educational enrichment, and civic diplomacy. The City currently holds formal Sister City relationships with Bassetlaw District, United Kingdom (established in 1980) and Garbsen, Germany (established in 1990), as well as a Friendship City relationship with Schönebeck (Elbe), Germany (established in 1995).
At the request of Councilmember Villafranca, the City is evaluating the structure, scope, and strategic value of the Sister City Program to ensure it continues to align with community interests and modern municipal goals.
On October 21, 2025, Council directed staff to conduct a cost-benefit analysis for future Sister City expansion and report back with findings and recommendations.
DISCUSSION:
Staff will discuss the cost-benefit analysis related to potential future expansion locations. The analysis outlined in the presentation will review the anticipated costs, projected benefits, and feasibility of expanding the program into Mexico, Korea, and Taiwan.
In addition, at the Mayor's request, staff verified the population figures referenced during the October 21, 2025, presentation on Korean residents in Farmers Branch and provided supporting source information. Finally, staff will discuss a proposed strategic plan for the program’s long-term direction and request Council feedback and guidance on recommended next steps.
