Discuss and review the Dallas County Replacement Housing Program.

BACKGROUND:
At the April 2, 2024, City Council meeting, Dallas County presented information regarding the Dallas County Housing Replacement Program (HRP). On July 16, 2024, the Council approved an interlocal agreement with Dallas County, which allocated $2.5 million in federal grant funds under the American Rescue Plan Act (ARPA) for the demolition and reconstruction of 10 single-family homes.
August 2024-April 2025: The City, along with Builders of Hope, has identified four Farmers Branch residents interested in proceeding with the program and is guiding them through the application process. The City has identified four additional residents, from which staff is actively recruiting additional qualified participants for this program.
The program criteria include:
1. The title of the property must be in the applicant’s name and must have a clear title (no judgments or liens).
2. The homeowner must have lived in the property for five years.
3. The homeowner must provide sufficient documentation for program eligibility requirements for income at or below 80% of the Area Median Income.
4. The homeowner must be current on all property taxes.
5. Existing homes must be inspected by the City and be eligible for the program.
Each home will be approximately 1,300 square feet, featuring 3 bedrooms and 1.5 bathrooms, and will be equipped with a stove, refrigerator, and HVAC system. The homeowner will have a 15-year lien on the property, and the home will be free of charge.
Representatives from Builders of Hope will be present at this meeting to answer any questions.
