BACKGROUND:
The City has secured federal and state funding to construct a pedestrian crossing at the intersection of Valley View Lane and Mercer Parkway. This project will provide a safe pedestrian crossing across Valley View Lane, a six-lane road, and establish pedestrian connectivity between the John F. Burke Nature Preserve and the West Side Art Trail. Based on feedback from residents regarding walkability, safety is the top priority.
DISCUSSION:
In March 2023, City Council approved Resolution 2023-077, supporting the City's application to the Texas Department of Transportation (TXDOT) 2023 Transportation Alternatives Set-Aside (TA) Call for Projects for the Valley View Lane and Mercer Parkway Pedestrian Crosswalk. The application was approved. The project is now moving to the next step, which requires Council approval of the Advance Funding Agreement (AFA). The AFA funding is for construction only. Project design is covered under a separate contract with Kimley Horn with City funding only.
The total project estimate is $290,180. However, the City would only need to contribute $55,804, which is already budgeted. Of the City's $55,804, $7,279 will be paid to TXDOT for the agency's Direct Costs associated with the crosswalk construction. Federal funds will cover $223,215, and the State will contribute the remaining $11,161.
The approval of this Advanced Funding Agreement and the future project aligns with the 2025 Critical Business Outcomes CB03 and CB04.
FISCAL IMPACT:
$55,804 utilizing the Trails Non-Bond CIP fund in the FY 24-25 budget.
