Title
Consider approving Resolution No. 2026-147, authorizing three standby agreements for disaster debris monitoring services with DebrisTech, LLC, True North Emergency Management, LLC, and Thompson Consulting Services, LLC; and take appropriate action.
Body
REQUESTOR:
City Manager’s Office
BACKGROUND:
Significant weather events and other emergencies can generate substantial debris that requires coordinated removal and disposal to restore public access, protect public safety, and support community recovery.
Disaster debris monitoring services provide independent oversight of debris removal activities, including verifying debris quantities, documenting eligible work, monitoring contractor performance, and ensuring compliance with applicable federal, state, and local requirements. Proper monitoring and documentation also support the City's eligibility for potential reimbursement through the Federal Emergency Management Agency (FEMA).
In late 2025, the Cities of Farmers Branch, Carrollton, Coppell, and the Town of Addison collaborated on a regional Request for Proposals (RFP) for disaster debris monitoring services, with Addison serving as the lead agency. Agreements with multiple qualified vendors give the City additional flexibility and access to resources during major emergencies, especially when widespread disasters may affect multiple jurisdictions simultaneously.
The proposed agreements are standby agreements and require no initial expenditure. Costs would be incurred only if services are activated following an emergency.
DISCUSSION:
Approval of Resolution No. 2026-147 would authorize the City Manager to execute the agreements for disaster debris monitoring services with DebrisTech, LLC, True North Emergency Management, LLC, and Thompson Consulting Services, LLC. ...
