Capital Improvement Plan Information:
At the August 19, 2026, Charter Review Committee meeting, the Committee requested additional information identifying the City’s existing Capital Improvement Plan, the source of the current seven-year review requirement, and related background before determining whether to consider a Charter amendment requiring a five-year review cycle.
The City maintains a Utility and Street Capital Improvement Plan with a 20-year overall scope, implemented in five-year increments, with annual evaluations to account for changing conditions and priorities. As part of the annual budget process, the City reviews the applicable five-year period and appropriates funding for individual projects accordingly.
City Website for Bids and Purchase Orders:
The Committee also requested additional information regarding existing ordinances, policies, or procedures governing the publication of bids and purchase orders before determining whether a Charter provision should be considered.
Texas procurement statutes regulate the procurement process and do not require an online public purchase order register. Individual purchases made by the City over $50,000 appear in City Council agenda materials, resolutions, and contract records. The City does not publish purchase order numbers in its public-facing payment data on the website as an internal security and control measure due to cyber risk and potential fraud.
