Consider approving Resolution No. 2024-209 authorizing the purchase of two Type I 14' Module 2024 Ram 5500 4x4 Diesel ambulances for the Fire Department from Frazer, Ltd. through the City's cooperative purchasing agreement with the Houston-Galveston Area Council of Governments Cooperative in the amount of $825,432.18; and take appropriate action.

BACKGROUND:
As part of the fleet replacement schedule, the Fire Department needs to replace two ambulances with two Type I 14' Module 2024 Ram 5500 4x4 Diesel ambulances. The current lead time for these vehicles is 18 to 24 months. At the time of replacement, the vehicles to be replaced will be a six-year-old Frazer ambulance and a seven-year-old Frazer ambulance. Life expectancy for ambulances is six to eight years. This purchase will allow the Fire Department to maintain the needed number of modern ambulances to support our emergency medical service delivery needs. The estimated delivery date for these vehicles is in 2026.
The vehicles will be purchased from Frazer, Ltd. through the City's Cooperative Purchasing Agreement with the Houston-Galveston Area Council of Governments Cooperative (HGAC), contract number AM 10-23. The HGAC Buy purchasing program complies with Texas purchasing laws (Texas Local Government Code, Title 7, Chapter 791 and 252), and the City of Farmers Branch has the required interlocal contract to purchase the fire apparatuses through this cooperative.
The total purchase to be paid is $825,432.18. This amount includes:
* Frazer Type I Module: $611,350
* Ram Chassis: $172,500
* Stryker Power-Pro XT: $60,582.18
* HGAC contract fee: $1,000
* Order Discounts: ($20,000.00)
This purchase will be paid for using Certificate of Obligation bonds, which were approved by the City Council and sold on September 17, 2024.

The price of the ambulances will increase on December 1, 2024. If the purchase is not approved, replacing the aging fleet will be delay...
