BACKGROUND:
In November of 2025, the Public Works Department solicited three competitive bids for repairs to a deteriorating section of the retaining wall along Cooks Creek. The retaining wall is a key piece of public infrastructure that stabilizes the creek bank, protects nearby public facilities, and maintains safe pedestrian access within the corridor. The section identified for repair is approximately 60 linear feet long and is located on the south side of Cooks Creek, between Josey Lane and Jaycee Park, where the creek alignment bends westward. This portion of the wall has experienced structural degradation and is currently leaning toward the adjacent pedestrian pathway, creating a potential safety concern. If not addressed, continued movement could lead to further deterioration, increased repair costs, and potential impacts on public safety.

Similar repair work was completed on other portions of this retaining wall system in 2018 and 2021 using construction methods that have performed as intended, providing staff with confidence in the proposed repair approach.


DISCUSSION:
The proposed scope of work includes removing the failing wall and constructing a structurally improved replacement designed to provide long-term stability. Repairing this wall will prevent further deterioration, reduce the risk of failure, and protect adjacent public amenities and pedestrian facilities.

Three bids were received following the City's procurement process.
