BACKGROUND:
As discussed at today's Study Session meeting, at the December 6, 2011 Study Session, the City Council approved, by acclimation, going forward with hiring a consultant to complete an aquatics center master plan. The completed master plan was presented to City Council at the August 21, 2012 Study Session meeting and was adopted at the November 6, 2012 City Council meeting.

On May 7, 2013 the City Council authorized the sale of Certificates of Obligation totaling $7,148,755, including the cost of issuance, for the purpose of constructing a new aquatics center. The budget for the project was set at $7,000,000.

DISCUSSION:
Bids were opened on September 27, 2013 for the balance of the construction project. The low bids meeting specifications total $6,862,936. This amount is after a value engineering reduction of $642,300. The value engineering reduced the cost but maintained the integrity of the project. Awarding these bids places the estimated total project cost at $8,800,000, approximately $1,800,000 over budget, including the value engineering savings.

Funds to cover the amount over budget are available in the Non-Bond CIP Utility Fund and will require budget amendments to the Non-Bond Utility and Aquatics Center Bond Capital Improvement Programs.

The Parks and Recreation and Senior Advisory Boards voted unanimously to recommend completing the project with all the major elements, including the value engineering savings, and reallocating funding from the Non-Bond CIP Utility Fund.
