BACKGROUND:
As technology continues to evolve rapidly, the City's Innovation and Technology Department must stay informed about best practices, trends, and emerging tools that support efficient and secure operations. To strengthen this effort, the department is introducing a new professional research and advisory service that provides access to expert analysis, industry studies, and practical guidance for technology management.

This resource will help staff evaluate options, improve planning, and make data-driven decisions for future technology initiatives. It will also support professional development by offering learning materials and consultation opportunities focused on public-sector technology topics.

DISCUSSION:
This new service will provide the City with continuous access to research publications, benchmarking tools, and advisory consultations designed specifically for IT leadership and staff. The information and guidance offered will enhance the department's ability to plan projects, manage risk, and align technology operations with City goals.

Participation in this service provides a structured, cost-effective way to ensure technology decisions are supported by objective data and industry standards. The provider has been identified as a sole source for the specific subscription and service model offered. The initial term will be for one year.

FISCAL IMPACT:
Funding for this sole-source agreement, in an amount not to exceed $97,000, is included in the approved Fiscal Year 2025-26 operating budget for the Innovation and Technology Department.
