Title
Consider approving Resolution No. 2024-007 authorizing the City Manager to accept a grant in the amount of $27,800 from the State Energy Conservation Office for LED lighting retrofits; and take appropriate action.

Body
BACKGROUND:
The Comptroller of Public Accounts - State Energy Conservation Office (SECO) released a reimbursable grant opportunity for local governments to assist with replacing lighting equipment in government facilities with LED lights. City staff reviewed the grant and identified an exterior lighting project at the Famers Branch Community Recreation Center. City staff applied for and received $27,800 as a reimbursable grant to retrofit lighting at the Recreation Center complex. The grant requires the City's 20% match ($5,560).

The City has previously completed reimbursable grants with SECO, including a $75,000 grant for LED lighting retrofits at the Justice Center and an $18,000 grant for electric vehicle chargers.

The adopted Fiscal Year 2023-2024 budget did not allocate funds for lighting upgrades to the Recreation Center.

DISCUSSION:

These lights are located along the building exterior of the Recreation Center, the parking lot, and the skate park. To meet the grant requirements, the project must be completed before August 31, 2024.

Converting the lighting at the Recreation Center to LED will provide significant electricity cost savings over time. Because LED lights are more energy efficient and longer lasting than existing bulbs, sustainability benefits and reduced maintenance costs exist.

Acceptance of this grant will allow the City to replace lighting for one-fifth of the price. It provides staff the option to install fixtures that increase security by better controlling the projection of the light from the fixture and limiting nighttime light pollution.

The grant was released after the fiscal year 2023-2024 budget was adopt...
