BACKGROUND:
In September of 2015 the City Council approved a Local Project Advance Funding Agreement with the Texas Department of Transportation for the construction of a pedestrian bridge along the east side of Marsh Lane over Farmers Branch creek and a rapid flashing pedestrian crosswalk beacon at Rosser Road and Valley View Lane. This project is largely funded by the State, with the City's match of twenty-five percent budgeted in the 2016-2017 Capital Improvement Program Fund in the amount of $200,000. This project is also a segment of the adopted Citywide Trail Master Plan.
The design consists of widening the walkway along the northbound Marsh Lane bridge by extending the bridge deck to the east, which will provide new bridge railings and a trail crossing over Farmers Branch Creek and connecting the college campus walkway to the north side of the bridge sidewalk. A separate free standing bridge would not work due to limited right of way and franchise utility conflicts.
DISCUSSION:
The State requires that request for proposals for State funded grants be issued. The City mailed out 16 proposals and Teague, Nall, and Perkins, Inc. was selected and provided substantial experience in designing similar projects within the metroplex.
A Professional Services Agreement has been negotiated with Teague, Nall, and Perkins, Inc. for the design of a pedestrian walkway over Farmers Branch Creek along the east right-of-way of Marsh Lane Bridge in an amount of $119,000.00. The design is scheduled for completion within 90 calendar days.
