BACKGROUND:
The City of Farmers Branch owns and maintains approximately 55 acres of landscaped medians and rights-of-way throughout the City. In 2025, new medians were added along various corridors, expanding the City's responsibility for right-of-way beautification and safety. As the number and complexity of these landscaped areas grow, a consistent and proactive maintenance approach is essential.

To ensure these spaces are sustainably maintained and continue to thrive, staff has developed a comprehensive Median Maintenance Plan. This plan serves as a guide and outlines a proactive approach to landscape care, emphasizing sustainability, aesthetic quality, safety, community outreach, and the preservation and maintenance of trees.

DISCUSSION:
This living document establishes standard procedures and expectations for the care of City-owned medians. It applies to existing medians and will also guide the maintenance of newly developed or acquired medians. Medians constructed or revitalized through street rehabilitation projects will also align with this plan.

The plan addresses the following key areas:
* Maintenance Frequency and Tasks: Defines schedules for mowing, pruning, weeding, irrigation checks, litter removal, and seasonal planting.
* Personnel and Equipment: Clarifies responsibilities among Parks staff and lists equipment needs and replacement schedules.
* Materials: Lists standard materials used for maintenance, such as mulch, soil amendments, and replacement plants.
* Documentation Procedures: Outlines how maintenance activities are recorded and tracked for accountability and planning.
* Inspection and Reporting Protocols: Introduces procedures for routine inspections and reporting of issues such as vandalism, irrigation failures, or plant health concerns.
