BACKGROUND:
On September 10, 2024, the City Council approved Resolution No. 2024-162, accepting a grant award from the Texas Motor Vehicle Crime Prevention Authority under the Catalytic Converter Grant Program in the amount of $75,000. This $75,000 grant funding was used to purchase Flock Software and license plate reader technology to enhance law enforcement activities and detect and prevent catalytic converter theft in the City. The City maintains an existing service agreement with Flock Group, Inc., which was initially executed on April 29, 2021, for other investigative products and services.
DISCUSSION:
Flock Group Inc. offers a comprehensive solution with proprietary features in their license plate readers and software, making Flock Group, Inc. a Sole Source provider. The Police Department desires to enter into a contract with Flock Group, Inc., for the purchase of approximately one Flock Safety Operating Software, ten Flock Safety License Plate Readers, 242 Flock Safety Video Products, and one Solar Video Trailer. These cameras will be placed around the City, and the related software will assist with detecting stolen vehicles and wanted individuals, including catalytic converter thefts.
FISCAL IMPACT:
100% Federal reimbursement up to $75,000, no grant match.
