BACKGROUND:
Section 2.05 of the City of Farmers Branch City Charter provides that the City Council shall annually elect from among its members a Mayor Pro Tem and Deputy Mayor Pro Tem to perform the duties of the Mayor during the Mayor's absence or inability to act. When acting in this capacity, the Mayor Pro Tem and Deputy Mayor Pro Tem retain full voting rights on all matters before the City Council.
Additionally, Texas Local Government Code ? 22.037(b) provides that, at the first meeting of a new governing body or as soon as practicable following a regular municipal election, the governing body shall elect a presiding officer pro tempore to serve a one-year term.
The appointments of Mayor Pro Tem and Deputy Mayor Pro Tem support continuity of governance, meeting operations, and the orderly conduct of City business in the event the Mayor is unavailable to perform official duties.
DISCUSSION:
Following the canvassing and certification of the regular municipal election, the City Council is requested to annually select from among its members a Mayor Pro Tem and a Deputy Mayor Pro Tem for a one-year term, consistent with the City Charter and applicable State Law.
The Mayor Pro Tem shall perform the duties of the Mayor during the Mayor's absence or inability to act. In the absence of both the Mayor and Mayor Pro Tem, the Deputy Mayor Pro Tem shall perform such duties. Both positions continue to serve as full voting members of the City Council while acting in these capacities.
