Discuss the amendment to Appendix A for the Vacant Building registration fee in the Code of Ordinances.

BACKGROUND:

Ordinance 3884 updated the requirements for vacant building registration on August 20, 2024. The update included the requirements to provide a plan of action, including an expected timeline, floor plans of the vacant building, property to be up to date with property taxes, and required insurance. Per City Council request, Code Enforcement presented the updated ordinance for discussion on April 1, 2025.

 

DISCUSSION:

Code Enforcement has found that vacant buildings require more inspections and monitoring to ensure compliance with the ordinance. Increasing the registration fee will assist with the additional staff time required to review provided documentation, 90-day inspections to ensure the property is secured for safety, and staying in contact with the owners to maintain the property.

The Code Enforcement Division recommends increasing the current registration fee of $200 to one of the options listed below.

 

Flat fee Options include:

                     $1,000 (annual fee and inspection fee)

                     $750 (annual fee and inspection fee)

                     $500 (annual fee and inspection fee)

 

Tiered Fee Schedule previously in place:

                     $200 First Year

                     $400 Second Year

                     $600 Third Year

                     $1000 Fourth Year and beyond
