BACKGROUND:
The City of Farmers Branch contracted with StreetScan USA, Inc. for the purchase of the StreetLogix pavement analysis and management system in the amount of $89,295 (Resolution No. 2024-188). StreetScan deployed its ScanCar technology to perform a comprehensive pavement scan of all roads and paved alleys in the City, totaling 418 lane miles. This effort supports a modern, data-driven approach to infrastructure management.
StreetLogix provides objective analysis to ensure repair and maintenance decisions are based on accurate, up-to-date data. Pavement conditions were evaluated using the Pavement Condition Index (PCI), the international standard developed by ASTM International. PCI scores range from 0 (worst) to 100 (best) and are calculated according to ASTM D6433, "Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys." This process involves identifying road distress, measuring severity, and assigning an individual PCI rating to each segment.
In addition to the pavement scan, StreetScan conducted a pavement markings assessment, grading markings as good, fair, or critical. This enables the Public Works Department to proactively prioritize budgeted resources toward areas most in need.
The City's goal is to maintain safe streets and alley conditions. To achieve this, the City employs a range of maintenance strategies, including crack sealing, resurfacing, section repairs, and reconstruction. The last third-party pavement survey, conducted in 2013, reported a City PCI of 77. Based on the recent 2025 assessment, the City's overall PCI has improved to 79. Industry best practice is to maintain the street network at a level above 70.
