Consider approving Resolution No. 2015-055 awarding a contract with Shirley and Sons Construction Company for the Mallon Park and Winn Park Lake Dredging project and take appropriate action.

BACKGROUND:
On September 16, 2014 City Council adopted Ordinance No. 3299 establishing a Municipal Drainage Utility System which establishes drainage fees that have been applied to all real property in order to support the operations of the City's drainage utility system. Mallon Park Lake and Winn Park Lake were two locations proposed for improvements by this newly established Municipal Drainage Utility System program.
Mallon Park is located on the west side of Josey Lane, south of Farmers Branch Lane. Winn Park is located east of Midway Road, south of Spring Valley Road. The proposed project locations involve dredging the lakes and restoring the ponds. The last time Winn Park Lake was dredged was in 1993; and Mallon Park Lake in 2005.
DISCUSSION:
The 2014-2015 Stormwater Utility Fund provides for the dredging of Winn Park and Mallon Park lakes.
One bid was received and opened on May 28, 2015. The base bid for the both lakes was from Shirley and Sons Construction Company in the amount of $556,510. However, Mallon Park had an add-alternate to the bid in the amount of $24,750 making the total bid $581,260. Shirley and Sons Construction Company has provided adequate references for similar projects.
RECOMMENDATION:
Recommended motion by City Administration to approve Resolution No. 2015-055 awarding a contract with Shirley and Sons Construction Company for the Mallon Park and Winn Park Lake Dredging project.
