BACKGROUND:
The City of Farmers Branch currently enforces the 2018 International Code Council (ICC) Construction Codes and the 2020 National Electric Code with associated City amendments, as approved by the City Council in December 2019 and enacted January 1, 2020. These codes establish minimum requirements to safeguard public health, safety, and general welfare through structural, fire, accessibility, and energy efficiency standards.
The International Property Maintenance Code (IPMC) and International Existing Building Code (IEBC), along with other ICC model codes not previously adopted, are now being proposed for adoption, marking the first time the City will formally implement these codes.
DISCUSSION:
Staff recommends the adoption of the 2024 ICC Model Codes and 2023 National Electric Code to ensure the City remains aligned with current construction standards, best practices, and regional consistency through the North Texas Council of Governments (NTCOG).
Following a comprehensive review, the staff has prepared targeted amendments to:
* Reflect NTCOG regional recommendations.
* Address Farmers Branch-specific construction conditions.
* Provide flexibility where appropriate while maintaining safety and compliance.
The adoption of these codes will strengthen the City's regulatory framework, enhance public safety, streamline permitting and inspections, and provide clear guidance to property owners, developers, and contractors.
