Consider approving Resolution No. 2014-042 authorizing acceptance of a public trail and pedestrian easement from David and Justina Ward for the construction of a pedestrian bridge on the east side of Marsh Lane over Farmers Branch Creek and take appropriate action.

BACKGROUND:
The City of Farmers Branch proposes to construct a pedestrian bridge structure along the east side of the north bound lanes of the Marsh Lane bridge, crossing Farmers Branch Creek. The proposed construction requires easements to be granted from property owners along the east side of Marsh Lane at the creek. The owners of the property addressed as 13802 Wooded Creek Drive, David and Justina Ward, have executed an easement document granting a 10 foot wide permanent easement and a 5 foot wide temporary construction easement to construct a portion of the bridge on their property.
DISCUSSION:
Funding for the proposed pedestrian bridge will be largely provided to the City through a grant from the North Central Texas Council of Government's Transportation Alternatives Program (TAP). There will be one other permanent easement required from Dallas County Community College (DCCCD) for the pedestrian bridge construction. DCCCD is committed to donating an easement to the City on the Brookhaven College campus. Their easement donation will provide for the construction of the south end of the proposed bridge.
RECOMMENDATION:
City Administration recommends approving Resolution No. 2014-042 authorizing acceptance of a public trail and pedestrian easement from David and Justina Ward for the construction of a pedestrian bridge on the east side of Marsh Lane over Farmers Branch Creek.
