BACKGROUND:
On January 8, the City Council was notified about emergency repairs needed for Quint-134 (Q134). These repairs were authorized administratively since any delay to the repairs could have impacted public safety.

Q134 was initially sent to Siddons-Martin for a leaking hydraulic outrigger stabilizer cylinder, a check engine light with reduced engine performance, intermittent aerial ladder inoperativeness, and a failed water pump test. While it was there, Siddons-Martin performed routine maintenance and inspected it for other issues. After their initial inspection, the cost to repair was $45,902.58, which was approved administratively.

As the apparatus was being repaired, additional diagnostic tests were done. This diagnostic highlighted issues with the aerial ladder waterway swivel and additional items and parts. The new estimate came in for an additional $37,934.09, totaling the repairs to $83,834.67. As Siddons-Martin continues to repair, additional issues may be found. We are requesting to be authorized to pay Siddons-Martin up to $100,000.

DISCUSSION:
Q134 is a critical component of our reserve fleet. Its extended downtime compromises our ability to respond effectively to emergencies, particularly those requiring aerial ladder capabilities. With Q134 out of service, we currently do not have a reserve ladder to support T131 and Q133. Therefore, it is critical that the City Council authorizes these repairs to get Q134 back in service as soon as possible. Any further delay in repairs will significantly increase the risk to public safety.
