BACKGROUND:
The North Dallas County Water Supply Corporation (NDCWSC) is a Texas non-profit corporation established in 1991 with the approval of the City Councils of both the City of Farmers Branch and the Town of Addison. The purpose of the corporation, as set forth in Article Four of the Articles of Incorporation, is to furnish and provide sewer services to the cities of Addison and Farmers Branch. The NDCWSC bylaws mandate that it be managed by a Board of Directors consisting of six members. Three board members were appointed to serve a three-year term expiring June 30, 2026, by the Farmers Branch City Council. Places 4-6 are occupied by: Place 4 - City Manager, Place 5 - Finance Director, and Place 6 - Public Works Director.
On July 22, 2025, NDCWSC met and collectively approved a professional services agreement with Freese and Nichols, Inc. to provide a multi-sensor inspection condition assessment related to the NDCWSC's sanitary sewer interceptors and manholes. The NDCWSC requires this assessment to be completed every 10 years. A multi-sensor inspection condition assessment includes pre- and post-condition assessments and engineering evaluations, using record drawings and GIS data to conduct field evaluations of sewer mains and manholes. The data collected will be used to conduct a visual inspection of each location along the 40,000 linear feet of pipeline and the 100 manholes. A report will then be prepared for the NDCWSC's use.
