Discuss changing the start time of the City Council Study Session Meeting and provide direction.

BACKGROUND:
In May, 2014, the start time of the Study Session Meetings was changed from 4:00 pm to 5:00 pm.
DISCUSSION:
With the new start time, discussions regarding agenda items have had to be shortened in order to accommodate the 5:00 pm start time, or in some instances, agenda items were rescheduled for the next City Council meeting.
This item has been brought before the City Council to discuss a possible change in start time.
