BACKGROUND:
North Texas has a history of suffering from severe weather events. In April 2012, the City of Lancaster was struck by a tornado that generated a large amount of damage and debris that overwhelmed their City and their Public Works Department. To be able to effectively manage events of this magnitude, the North Central Texas Council of Governments (NCTCOG) Regional Emergency Preparedness Advisory Committee (REPAC) established the Public Works Emergency Response Team (PWERT) as an advisory committee on Public Works Emergency Management issues. The North Central Texas Public Works Mutual Aid Agreement is an interlocal cooperation agreement developed to establish a formalized regional plan to mobilize Public Works assets to help manage large scale events.

DISCUSSION:
The North Central Texas Mutual Public Works Aid Agreement enables NCTCOG participating local governments the ability to obtain, or provide, timely aid and assistance for public works related resource needs in the event of an emergency or disaster. The agreement provides the framework to identify points of contact for participating agencies and provides the forms and checklists that expedite and easily identify the aid required and the resources that can be obtained.

A requesting party shall not be required to reimburse a responding party for costs incurred during the first operational period (36 hours). A requesting party shall be required to reimburse a responding party for costs incurred after the first 36 hour operational period. A party may choose not to render aid and assistance at any time and for any reason, or to recall aid that has been deployed at any time.
