BACKGROUND:
City Council adopted Strategic Plan 2022 which indicated a need for developing a City-Wide Comprehensive Plan. Funds have been allocated in the Fiscal Year 2021-2022 budget accordingly to accomplish this goal. Once completed, the citywide comprehensive plan will be supported through clear concise vision, goals, land use direction, and actionable implementation items that will aid in successful implementation of the plan over its 20-year lifetime.
Through a rigorous selection process, Stantec was selected as the consulting firm to assist the city in this important endeavor. Study kicked off early summer of 2022 with the formation of a Technical Advisory Committee (TAC), comprising of mostly city staff, DART staff members, and a Stakeholder Advisory Committee (SAC) appointed by City Council, to guide the study process throughout the 15-18-month period.
Overall the comprehensive plan would not only include in-depth technical analysis and review of the city's socio-demographic conditions, current and future land use, open space, and other relevant amenities and needs, but also involve extensive public engagement processes as directed by the City Council.
The first phase of public engagement for the Comprehensive Plan kicked off in early August 2022 with two days of focus group interviews, a community workshop, pop-ups, and online survey. Engagement activities in this first phase of work focused on informing the public about the Comprehensive Plan process and gaining broad insights about the vision for the next 20 years in Farmers Branch and beyond. The results and feedback received through Phase 1 Engagement is summarized in the attached document (Attachment 1).
