Receive a report regarding improvements to Spring Valley Lane.

DISCUSSION:
Spring Valley Lane is located between Josey Lane to its east and Valwood Parkway to its west, between Valwood Parkway to its south and Carrollton city limits to the north. There is one intersection at Albemarle Drive. This street is not a major thoroughfare; it's an asphalt street with no curb and gutter; and is known more as an alleyway. There are some rear entries to some of the homes located along the north side of Valwood Parkway. There is no trash pickup along any portion of Spring Valley Lane.
The Community Development Block Grant (CDBG) provides low-to-moderate income neighborhoods CDBG funds for qualifying streets. Spring Valley Lane qualifies for the CDBG program funding, however due to the amount of funds provided by the County only a small portion could be repaired. The City currently has another street scheduled for the 2014-15 Dallas County CDBG funding.
The recently approved Street Bond Program provides for rehabilitation of streets by replacing portions of the concrete pavement and/or resurfacing streets with asphalt. In 2013
Infrastructure Management Services completed a pavement assessment for the City rating all City streets. Spring Valley Lane was not one of the streets recommended for asphalt resurfacing.
City Administration recommends a recycle in place type asphalt replacement, which would best fit Spring Valley Lane. The City plans to bid recycle in place type asphalt repairs in the 2016-17 Street Bond Program. At that time Spring Valley Lane could be placed on the list as one of the proposed locations recommended for repairs.
