BACKGROUND:
For several years, the City of Farmers Branch has maintained an interlocal agreement (ILA) with Dallas County Health and Human Services (DCHHS) to provide essential public health services to Farmers Branch residents. Under this agreement, Dallas County delivers a comprehensive range of services, including:
* Tuberculosis control
* Sexually transmitted disease (STD) control
* Communicable disease control
* Laboratory testing and analysis
* Immunizations
* Child health care
* High-risk infant case management
* Home visitation services
Dallas County assesses service fees on a sliding-scale basis, determined by each resident's ability to pay. The corresponding Fee Schedule is outlined in Exhibit A of the Interlocal Agreement.
The City's cost share is calculated based on historical caseloads and prior-year service utilization. Dallas County invoices the City on a monthly basis, representing a proportional share of the total annual cost as specified in the agreement.
DISCUSSION:
This Interlocal Agreement with Dallas County ensures that Farmers Branch residents have access to critical public health services that the City does not have the capacity to provide independently. Through this partnership, residents benefit from countywide disease prevention, early detection, and treatment programs that help safeguard overall community health.
This arrangement facilitates regional collaboration and enables the City to utilize County resources and expertise in managing communicable disease control, immunization programs, and child health initiatives. By maintaining this agreement, the City ensures continuity of service delivery while aligning with best practices in intergovernmental cooperation.
