BACKGROUND:
Dallas County Health and Human Services is extending its Overdose Response Team (ORT) Program for the whole county. This free outreach program utilizes 911 data to identify key addresses and individuals in need of support, struggling with substance abuse, who have recently overdosed. The team comprises a registered nurse, a peer support specialist, and a social worker. Dallas County Health and Human Services (DCHHS) generates leads using 911 data, which is securely provided through an Interlocal Agreement.

The Farmers Branch Fire Department will deliver to the County certain confidential Emergency Medical Service data, including opioid data required to be reported pursuant to the Texas Health and Safety Code ? 161.045, via secure data exchange with the County.

The primary focus of the ORT is to conduct follow-up visits with individuals who have recently experienced an overdose and are struggling with substance use. These teams are equipped with naloxone, are trained in CPR, and perform physical health checks. In addition, they engage individuals in conversations regarding treatment and recovery options.

FISCAL IMPACT:
There is no fiscal impact. The only requirement of the City of Farmers Branch is to enter into the ILA with DCHHS to share 911 Emergency Medical Service data, including opioid data, via secure data exchange with the County.
