DISCUSSION:
The committee reviewed the proposed items outlined below at its May 20, 2026, meeting and will determine and vote on whether the following items move forward.

1. Consider draft language regarding the creation of a Transit Committee that will be called every fourth year before the sixth year when the City can call for an election to exit Dallas Area Rapid Transit.

Sec. 2.20. - Transit Committee
The Council shall appoint, at least once each four years, a Transit Committee, comprised of seven regular members and two alternate members to review, evaluate and make recommendations to the Council on the City's continued participation in regional transit systems. Appointment of members, and removal with or without cause, shall be by majority vote of members of the Council then present. The Transit Committee's appointment, service and recommendations shall be submitted to and considered by the Council at least 30 days prior to any date on which an election may be called to continue or discontinue the City's participation in the regional transit system.
2. Section 4.06. Hearing and adoption of budget.

At the time advertised or at any time to which public hearing shall be adjourned, In accordance with State law, the Council shall hold a public hearing on the budget as submitted, at which all interested persons shall be given an opportunity to be heard for or against the estimates or any item therein. After the conclusion of such public hearing, the Council may make such changes, if any, in the budget as in their judgment the law warrants and the best interests of the taxpayers of the City demand. The budget, as amended, if there be changes, shall then be adopted by Ordinance which shall also fix the tax rate per $100.00 assessed value which shall apply to the current tax year.
