BACKGROUND:
In October 2025, the City Council received a comprehensive pavement condition assessment prepared using the StreetLogix pavement analysis and management system, procured under Resolution No. 2024-188 in the amount of $89,295. The assessment evaluated approximately 418 lane miles of City streets and paved alleys and provided an objective, system-wide analysis of pavement conditions using the Pavement Condition Index (PCI) methodology established under ASTM D6433.

The analysis confirmed that the City's overall pavement network remains in good condition, with a PCI of 79, exceeding the industry best-practice target of 70 and reflecting measurable improvement from the City's prior PCI of 77 recorded in 2013. The assessment also identified specific roadway segments requiring resurfacing or reconstruction based on severity levels, thereby establishing a prioritized, data-driven roadmap for fiscal year 2026 and future roadway maintenance planning.

As part of the Council's infrastructure reinvestment efforts, the District One representative identified pavement improvements as a key initiative in 2025, with Bee Street elevated as a high-priority corridor due to observed condition, neighborhood impact, and alignment with the StreetLogix findings.
