Consider adopting Ordinance No. 3225 abandoning a drainage easement and approving Resolution No. 2013-024 authorizing the City Manager to execute a Developer's Contract with Mercer Luna, LP and Mercer Knightsbridge, LP, and accepting the final plat of Mercer Crossing South, Lots 1 and 2, Block A and take appropriate action.

BACKGROUND:
Mercer Luna, LP and Mercer Knightsbridge, LP own an undeveloped 17.440 acre tract of land located at the northeast corner of Luna Road and Knightsbridge Road. The owners propose to plat the land as Mercer Crossing South, Lots 1 and 2, Block A. The proposed plat was approved by the City Planning and Zoning Commission on June 10th, 2013.
The proposed final plat of Mercer Crossing South, Lots 1and 2, Block A is consistent with the Texas Local Government Code and the City requirements for platting property.
This item is consistent with Core Value No. 3, to provide strong, thriving commercial and residential neighborhoods through planning, land use, development, code enforcement, revitalization activities and programs.
DISCUSSION:
Development of Mercer Crossing South addition will be done in two phases, beginning with the northerly Lot 1. A detailed site plat for Lot 1 was approved on March 5, 2013 through Resolution No. 2013-012. Phase 2, the development of the southerly Lot 2, will require site plan approval and either a replat or an amended plat to dedicate the necessary easements required for the second phase of development.
Prior to accepting the proposed final plat of Mercer Crossing South, Lots 1 & 2, Block A, it will be necessary to abandon a drainage easement that was previously dedicated to the City by separate instrument. Ordinance No. 3225 provides for the abandonment of said drainage easement.
