BACKGROUND:
Following the Fiscal Year 2025 discussions, a formal request to permanently close the Citizens Collection Station was submitted to the Texas Commission on Environmental Quality (TCEQ), formerly located at 1399 Valley View Lane. The site was permanently closed on September 28, 2024, following the completion of the regulatory 90-day closure period. The closure process was completed on January 7, 2025, after TCEQ completed the facility closure inspection. The budget for the full-time employee salary and operational costs for the facility were removed from the Public Works budget for Fiscal Year 2025. Since the start of Fiscal Year 2025, PW Staff has been assessing an alternative place for a modified Citizens Collection Station at a different location to be able to service all the residents of the Farmers Branch.

Moreover, at the Council's request, PW staff is looking to add additional household hazardous waste (HHW) events. Although there is no requirement by TCEQ to provide household hazardous waste services, most cities offer the service due to the nature of the environmental concerns. Typically, the City has provided HHW services through a combination of one local event per year in Farmers Branch and ongoing service provided by Dallas County. The City budgets for the annual event in the Farmers Branch and the City's portion of the annual service cost of the Dallas County facility.

DISCUSSION:
An application has been submitted to TCEQ to open a new but smaller location for a Citizens Collection Station at 13333 Senlac Drive. There is a minimum of 90 days between when the agency receives the application and when the site could possibly open. The operational plan is for the site to be open on Saturdays for a portion of the day.
