BACKGROUND:
On June 17, 2014, the City Council awarded the bid for the Hutton Lift Station Rehabilitation to Felix Construction Company in the amount of $662,412. Change Order No. 1 was executed administratively on September 23, 2014 in the amount of $35,480.99 for the replacement of the pump riser piping which was priced as an alternate with the original bid.

The Hutton Lift Station is approximately thirty years old, is in poor condition, and during the construction process the electrical controls have continued to erode creating the need to implement the bypass pumping sooner than anticipated. Failure of the existing electrical controls would result in a sanitary sewer overflow.

DISCUSSION:
Felix Construction Company has provided additional costs and time for temporary bypass pumping. In order to keep the station operational until the rehabilitation can be completed, it was determined that approximately thirty-five additional days of bypass pumping is required. The cost for this additional work is $54,509.89. This bypass pumping will provide the reliability of the existing lift station and prevent possible sanitary sewer overflows. The execution of Change Order No. 2 will increase the total contract amount to $752,402.88. Funding is available in the non-bond utility capital improvement program.

This item is consistent with Core Value No. 5 to provide functional, sustainable, and well-maintained infrastructure, facilities, and equipment.

RECOMMENDATION:
Recommended motion by City Administration is to approve Resolution No. 2014-102 authorizing Change Order No. 2 to the contract with Felix Construction Company in an increase amount of $54,509.89.
