BACKGROUND:
On November 18, 2025, Resolution No. 2025-225 was approved, reestablishing a Charter Review Committee and appointing members to review the City’s Charter, with proposed amendments to be placed on the ballot for the May 2027 election. At this meeting, the Council discussed allowing newly elected Councilwoman Lupe Gonzalez to add to the list of appointees for the Charter Review Committee. Subsequently, an application has been submitted by Elizabeth Aviles for the Charter Review Committee.
Additionally, staff has compiled a list of Council-requested topics of discussion for the Charter Review Committee.
DISCUSSION:
Approval of proposed Resolution No. 2025-249 will amend Resolution No. 2025-225, appointing Elizabeth Aviles to the Charter Review Committee.
Additionally, Council will review the Council-requested topics for the Charter Review Committee and provide clarification to staff, if needed. Council may also use this opportunity to add to the list, if desired.
