BACKGROUND:
Three essential tools for law enforcement are the in-car camera, the body-worn camera, and the Electronic Control Device (ECD). The in-car camera is necessary to satisfy the legal requirement that all traffic stops be video recorded, and the body-worn camera is essential in accurately capturing the activities of officers as they perform their official duties. It lends to transparency and trust. The ECD, commonly known by the brand name Taser, is a vital non-lethal response to resistance options for officers.

In fiscal year 2023, the Council approved the entry into a 10-year contract with Axon Enterprise, Inc. to update and upgrade the department's in-car cameras, body-worn cameras, and Tasers, thereby providing police officers with the most current equipment available and ensuring that the equipment is refreshed with the newest versions on a set schedule. Resolution 2025-190 is a request to amend the current contract to add necessary equipment.

Since entering the 2023 contract, the number of sworn police officers and attendant vehicles has increased. The increase is due to the department absorbing the Court Marshal's Department and to the expansion of the Traffic unit. The department is seeking to purchase additional in-car cameras, body-worn cameras, and Tasers to cover all sworn positions.
