Consider approving Resolution No. 2022-150 authorizing the purchase of uniforms and related equipment for the Farmers Branch Police Officers from Galls, LLC. in excess of fifty thousand dollars ($50,000.00); and take appropriate action.

BACKGROUND:
The Police Department budget for uniforms and equipment includes, but is not limited to, leather gear (belt, holster, carriers, etc.), handcuffs, and ballistic vests. Uniforms and equipment are purchased for all police department employees. The department, utilizing Buyboard Contract#670-22, will spend more than $50,000 at Galls, LLC. Expenditures at and exceeding this amount require approval by the city council.
DISCUSSION:
The department purchases uniforms and equipment for all new officers. Uniforms and equipment are purchased for incumbent officers due to wear and tear and non-negligent breakage or malfunction. Also, ballistic vest must be replaced upon their expiration date. These collective expenditures quickly exceed the $50,000 mark, thereby requiring city council approval.

2. Budgeted Financial Impact: Police uniforms and equipment is an annually budgeted item. The fiscal year 2022-2023 amount was budgeted at $110,600.

RECOMMENDATION:
Staff recommends the approval of police uniform and equipment expenditures over $50,000, but not to exceed $110,600, through Galls, LLC, utilizing Buyboard Contract#670-22.
