Conduct a public hearing and consider the request for a zoning amendment for multifamily development on approximately 3.286 acres located at 14330 Midway Road within a Light Industrial (LI) zoning district; and take appropriate action.

BACKGROUND:
The applicant, Clint Nolen with Kalterra Capital Partners LLC, requests to change from the existing Light Industrial (LI) zoning district to a Planned Development (PD) zoning district in order to accommodate a new multifamily development. One new five-story podium style building is proposed, composed of a ground level parking garage with 166 parking spaces and four floors of residential above, containing 242 residential units in total. Parking, streetscape, and landscaping improvements are also included.

The subject property is situated at the northeastern corner of the Midway Road and Proton Road intersection, and is currently developed with two existing single story commercial buildings. There is a power line and transmission easement to the north, with Light Industrial zones surrounding the property on three sides. The Town of Addison lies to the west across Midway Road. A majority of the property is currently contained within Zone A flood risk area as defined by FEMA.

Multifamily apartments or multiple-family dwelling use is not currently entitled by right on this property. A change in zoning is required to construct this type of development. If this zoning amendment is approved by the City Council, the applicant will need to bring forward a detailed site plan along with landscape plans and building elevations. This will necessitate a secondary round of public hearing, reviews, and approvals.
