Discuss a proposed amendment to the current City Council Travel Policy related to reimbursements.

BACKGROUND:
The current City Council Travel Policy was adopted in January 2025. At the May 6, 2025, City Council meeting, an amendment to the policy was discussed allowing emergency travel for legislative items without prior approval from the Travel Expense Review Committee at the discretion of the City Manager.
An additional amendment to the Travel Policy is also being proposed, adding a section header titled “Reimbursement for General Expenses” that includes the following language:
“Other general expenses incurred by a City Councilmember related to the performance of official duties of the Councilmember that are not included in the foregoing list may be reimbursed up to a maximum of $2,400 per calendar year. Such expenses are typically incidental expenses that a Councilmember incurs outside of travel for and/or attendance at official public meetings or events, including, without limitation, the following:
• Community events: Events hosted by local organizations or non-profits that benefit the City or align with its policies.
• Meetings with constituents or stakeholders: Social events that facilitate relationship-building with key individuals or groups in furtherance of City business.”
A draft version of the Travel Policy reflecting these updates and other minor amendments as to form has been attached. The Council will discuss this proposed amendment to the Travel Policy.
The City Attorney and staff will be present to answer any questions.
