BACKGROUND:
On July 28, 2025, the Texas Motor Vehicle Crime Prevention Authority (MVCPA) awarded the City a grant of $240,000 under the Catalytic Converter Grant Program for law enforcement agencies to detect motor vehicle theft, with a City total cash match of $30,000. The City of Carrollton will provide the remaining $30,000 cash match. The City maintains an existing service agreement with Flock Group, Inc., which was executed on April 29, 2021, for other investigative products and services.
DISCUSSION:
Flock Group, Inc. offers a comprehensive solution with proprietary features in its Drone as a First Responder hardware and services, making it a sole-source provider. The Police Department desires to enter a contract with Flock Group, Inc., to purchase two (2) Flock Aerodome DFRs and Docks, Flock Aerodome Radar, and Flock911 for Aerodome. The Drone as a First Responder will be used jointly with the City of Carrollton and will act as a force multiplier for officers.
FISCAL IMPACT:
The MVCPA grant awarded $240,000 with a required City match of $30,000. The City match will be paid from the approved and allocated funds in the Police Department’s FY 2025-26 operating budget.
