BACKGROUND:
The FY 2024-25 Adopted Budget includes $600,000 in Capital Improvement Program (CIP) funding for the replacement of the aging elevators at both Manske Library and City Hall. These elevators have reached the end of their useful life and require full modernization to ensure continued safety, ADA compliance, and operational reliability.
City staff engaged Lerch Bates, Inc., a nationally recognized vertical-transportation consulting firm, to assist in developing project specifications and provide technical expertise during the competitive bid process.
DISCUSSION:
On August 14, 2025, the City received six competitive bids from qualified contractors for the elevator replacement project. Bids were carefully reviewed by staff in conjunction with Lerch Bates, Inc., to ensure compliance with technical specifications, project scope, and City procurement standards.
Following this evaluation, it has been determined that Elevate Services Group, Inc. is the lowest responsive and responsible bid, with a total bid of $454,151 for the replacement of the elevators at Manske Library and City Hall.
Awarding this contract to Elevate Services Group, Inc. represents cost savings of approximately $145,849 below the original $600,000 budget allocation, allowing the City to complete this necessary infrastructure project within budget while retaining available funds for contingencies or related capital needs.
This investment will modernize essential building systems, improve public accessibility, and ensure continued safe and reliable operations in two of the City's most frequently used public facilities.
