BACKGROUND:
At the request of Councilmember David Reid, Finance staff will present an overview of the City’s current credit card fee structure and the associated cost of accepting electronic payments across all departments. As part of this discussion, staff will review merchant service fees, gateway charges, transaction fees, and any additional administrative or operational costs incurred when processing credit card payments.
DISCUSSION:
The purpose of this item is to ensure the City is appropriately balancing the cost of providing electronic payment options with the fees currently charged to customers. Staff will provide a comprehensive cost-of-service analysis to illustrate the true cost of doing business, identify any cost-recovery gaps, and outline potential policy considerations for future discussion.
