BACKGROUND:
The West Side Art Trail has been a long-term initiative, in development for nearly a decade. The 2015 Trail Master Plan first identified the need for a connection between the City's central area and the west side, outlining potential strategies to achieve this goal.
The West Side Art Trail is a collaborative public-private initiative designed to develop a 12-foot-wide multi-use trail connecting the City of Farmers Branch DART light rail station with the Campion Trail in Irving. The trail is planned for completion in two phases. Phase 1 encompasses three segments, identified on the attached West Side Art Trail Alignment Map as "Area 1 Alignment", "Area 3A Alignment", and "Area 3B Alignment."
DISCUSSION:
The Engineer's Opinion of Probable Construction Cost (OPCC) for Phase 1 is $5,558,001. There are several funding mechanisms for this project. Below is an overview of the funding sources:
* Federal Funds via TxDOT:
$4,545,725 through an Advanced Funding Agreement (AFA) executed initially in 2019. The AFA was updated in 2020, amended in 2021, and further amended in 2024. Under this agreement, the City initially funds project expenses and submits reimbursement requests to TxDOT, which requires strict oversight procedures and detailed checklists to ensure compliance with state and federal standards.
* Dallas County:
Up to $1.5M as outlined in the Dallas County Funding Agreement.
* City's Monetary Contributions:
Up to $1.5M match with Dallas County
$22,729 Local Government Contribution per AFA (paid in 2021).
