Consider approving Resolution No. 2013-010 authorizing the City Manager to execute a contract with IMS Infrastructure Management Services for a comprehensive study of the City's concrete paved streets and take appropriate action.

BACKGROUND:
Prior to 2011, pavement evaluations and assessments were performed by Public Works. The evaluations were used to determine repair locations and types of repairs needed. In 2011, using a 2008 evaluation, 25 streets which had the poorest ratings were evaluated. This evaluation was used in creating the concrete section repair list, reconstruction list and an asphalt overlay list.
DISCUSSION:
City Administration has researched three vendors who provide services which will assess and evaluate streets. The IMS Infrastructure Management Service is widely used by cities within the Metroplex. The Cities of Keller, Southlake, Weatherford, Denton, Richardson, and Carrollton use this system. The City of Carrollton has used this system since 1998.
The LMS system uses a vehicle equipped with a Laser Road Surface Tester (RST). The RST has 11 laser sensors which collect pavement condition data with GPS coordinates and multiple digital images. The RST system is coupled with software and on-board processors to develop the street inventory and data.
The LMS system, which includes PavePRO software, is designed to maximize the use of objective pavement performance data. The PavePRO software will analyze the data along with providing reports which will assist in decision making toward rehabilitation, over-lay and reconstruction strategies. LMS recommends re-evaluation of our streets every three (3) to five (5) years.
The proposed pavement management program will accurately reflect the current conditions of the streets and concrete alleys within the City. Along with streets, this program can also be expanded to evaluate sidewalks, inventory signs and assist with other Public Works functions in the future.
