Title
Consider adopting Ordinance No. 3841, amending City of Farmers Branch Code of Ordinances, Chapter 66, Solid Waste, removing references to PD-99 and PD-100; and take appropriate action.
Body
BACKGROUND:
Chapter 66, Solid Waste of the Farmers Branch Code of Ordinances, provides regulations for solid waste and recycling collection in the Farmers Branch. Residents living in single-family homes east of I-35E have garbage collection twice weekly and recycling once weekly. Within the Chapter were specific service requirements for households in PD-99 and PD-100.
During a Study Session presentation on November 14, 2023, regarding negotiations with Community Waste Disposal to renew a contract for residential and municipal solid waste and recycling services, the City Council discussed changing the service frequency for residents in single-family homes living west of I-35E in Planned Districts 99 and 100. Historically, the service frequency for garbage collection has been once per week due to the cart requirement for the planned districts.
DISCUSSION:
By removing the codified requirements for garbage collection from Chapter 66, the City can change the service frequency and container requirements for PD-99 and PD-100. This provides the City with options regarding garbage and recycling collection for all single-family homes in the Farmers Branch.
FISCAL IMPACT:
Budgeted Financial Impact (outsourced garbage and recycling collection budget: $1,674,600).
DISTRICT:
Districts 1 and 3
