Consider approving Resolution No. 2014-090 adopting a Detailed Site Plan for development of a new commercial building on a 3.35 acre site located at 1891 Valley View Lane, approximately 900 feet west of the Hutton Drive/Valley View intersection, and take appropriate action.

BACKGROUND:
The applicant, Data Center Systems (DCS), has outgrown their existing facility located at 1881 Valley View Lane. They have purchased the undeveloped land just east of their existing building with the intent of building a larger new headquarters.
DISCUSSION:
DCS is proposing developing a new one story building containing approximately 50,000 square feet on this new site. This site is located within Planned Development No. 88 (PD-88). Although this portion of PD-88 allows for office, production, and distribution activities, several Special Exceptions will be required in order for DCS to develop their new headquarters as shown on the proposed Detailed Site Plan.
RECOMMENDATION:
On September 8, 2014, the Planning & Zoning Commission voted to recommend approval of the proposed Detailed Site Plan, including the four Special Exceptions as outlined below:
· Special Exception No.1- Allow the proposed streetscape of Valley View Lane as shown on the Detailed Site Plan consisting of a 5' wide meandering sidewalk, 11 new street trees, and no parallel parking.
· Special Exception No. 2- Allow the use of a 50' building setback along Valley view Lane.
· Special Exception No. 3 - Allow 12 surface parking spaces between Valley View Lane and the southern façade of the building as shown on the Detailed Site Plan.
· Special Exception No. 4- Allow the Finished Floor Elevation (FFE) of this future building to be within 18" of the proposed Valley View sidewalk elevation.
