BACKGROUND:
The implementation and funding of a joint training facility is identified in the City's 2014 Strategic Plan, under Core Value #1, Performance Objective #13. All three cities are funded in their FY 2014-15 budgets to collectively implement the project. Work has now begun on developing an Interlocal Agreement between the cities to construct and operate the joint fire training facility.
The Interlocal Agreement will outline each cities financial and operational responsibility for the project. Included in the agreement is the proportional cost for construction and operation along with each city's minimum allotted training time at the facility. As the project is located in Farmers Branch, the Interlocal Agreement provides the cities of Carrollton and Coppell guaranteed access to the facility via a dedicated easement.
During the month of November, each Fire Chief will present a report on the joint training facility and the Inter Local Agreement to their respective City Councils. Tonight's study session item provides an overview of the project, outlines the structure of the Interlocal Agreement, and allows for input from the Council.
At the November 18 City Council meeting, the Interlocal Agreement will be brought to the Council for formal approval.
