BACKGROUND:
At the request of Mayor Terry Lynne, this request for authorization of a temporary use is being made to allow The Little Circus That Could, LLC, doing business as Venardos Circus, to host a temporary circus at Mercer Boardwalk. Venardos Circus is a touring circus company that performs in communities across the country and typically operates under temporary event setups.
The proposed activity qualifies as a temporary use classified as a "Temporary Carnival or Circus." In accordance with Article 2.4, "Permitted Uses," of the City's Code of Ordinances, temporary carnivals or circuses may be authorized by approval of a resolution adopted by a majority vote of the City Council.
If the request is approved, the operator will be required to apply for and obtain all necessary permits prior to the event, including any applicable temporary event permits, inspections, and approvals required by the City. The operator must also comply with all applicable local regulations, safety requirements, and operational standards during the event.
DISCUSSION:
Approval of Resolution No. 2026-051 will permit the temporary use designation of "Temporary Carnival or Circus", authorizing a circus to be held at Mercer Boardwalk from April 2, 2026, through April 12, 2026, subject to approval of required permitting processes.
Staff and the City Attorney will be available to answer any questions the Council may have.
