DISCUSSION:
The City Attorney has provided proposed language for the items outlined below and is included in the attachment for this item.
1. Transit Committee
Consider revised draft language regarding the creation of a Transit Committee to be convened two years before the City becomes eligible to call an election on withdrawal from Dallas Area Rapid Transit.
2. At-Large Councilmember
Continue discussion regarding the legal considerations and potential advantages and disadvantages of adding an at-large Councilmember.
3. Articles II and VII - Sections 2.01 and 7.04: Unexpired Terms and Term Limits
Review and discuss how service by a Councilmember appointed or elected to fill an unexpired term should be counted for purposes of the Charter’s term-limit provisions, and consider potential Charter language addressing partial terms.
4. Councilmember Access to the City Attorney
Review and discuss how individual Councilmembers may contact or request assistance from the City Attorney, including whether an approval process should be established to review associated legal fees.
5. Future In-House City Attorney
Consider potential Charter language establishing the reporting relationship for a future in-house City Attorney, including whether the position should report directly to the City Council.
6. Appointment and Removal of the City Attorney
Consider proposed language for a new Section 2.06(14) authorizing the City Council to appoint or remove the City Attorney, including the required vote threshold and whether the Mayor may participate in the vote.
7. Charter Definitions
Review and discuss the City Attorney's findings regarding definitions in the Charter.
