BACKGROUND:
The Community Development Block Grant (CDBG) Program provides an opportunity for the City to secure external funding for critical infrastructure improvements, reducing the financial impact on residents while addressing aging water system infrastructure. Replacing the Shoredale Lane water line will improve the reliability of water service, reduce the potential for water main breaks and maintenance costs, and support the City's ongoing commitment to maintaining safe, dependable public infrastructure for residents.

On July 7, 2026, the City Council adopted Resolution No. 2026-077, authorizing the City's application for the FY2026 Dallas County Community Development Block Grant (CDBG) Program to fund the replacement of the water line along the Shoredale Lane loop from Hollandale Lane to Hollandale Lane. The City's CDBG application was approved by the Commissioners Court on Tuesday, August 4, 2026.

The Public Works Department has secured a Professional Services Agreement with CEC Corporation in the amount of $58,640 to provide engineering design services for this project. CEC Corporation was selected through the City's 2024 Master Service Agreement Request for Proposals (RFP) for engineering services.

DISCUSSION:
Approval of Resolution No. 2026-078 will reaffirm the City's authorization of a Professional Services Agreement with CEC Corporation, Inc., for the waterline replacement along the Shoredale Lane loop from Hollandale Lane to Hollandale Lane. Although the contract amount is within the authority of the City Manager's authorization to execute, reaffirmation from the City Council is required.
