Consider adopting Ordinance No. 3880, approving and adopting a budget and strategic plan for the fiscal year beginning October 1, 2024, and ending September 30, 2025; providing that expenditures for said fiscal year shall be made in accordance with such budget; appropriating and setting aside the necessary funds out of the general and other revenues for the maintenance and operation of various departments and for various activities and improvements of the City; appropriating the various amounts required for such budget; amending the 2023-24 adopted budget; and take appropriate action.

BACKGROUND:
On July 31, 2024, the Proposed Fiscal Year 2024-25 Operating and Capital Improvement Program Budget was delivered to the City Council and placed on the City's website for public review.
The proposed budget was discussed with the City Council throughout April through June, during a budget retreat held July 16, 2024, and during work sessions held August 20th, September 6th, September 10th, and earlier this evening. Citizen comments were also requested at a public hearing held on September 10th. A Town Hall meeting was held on August 27th to present and discuss the budget.
The attached information memorandum identifies changes and City Council recommendations incorporated into the proposed budget since it was submitted on July 31, 2024, and outlines proposed changes to the current Fiscal Year 2023-24 Budget.
DISCUSSION:
Ordinance 3880 amends the Fiscal Year 2023-24 Budget to a level consistent with the City's most current estimate of revenues and expenditures and establishes the Fiscal Year 2024-25 Operating and Capital Improvement Program Budget.
